New Rochelle Arts Commission Announces New Mural For Dollar Tree Facade NEW ROCHELLE, N.Y. – On Tuesday, February 9, the City of New Rochelle will host an artists’ reception at City Hall to showcase the entries and celebrate the winner of the 2016 Dollar Tree Mural Competition. The competition was launched in late 2015 by Municipal Arts Commission of New Rochelle and the Dollar Store, located at 435 North Ave., in an effort to showcase local artists in the community.
